Anyone who tortures an animal in Italy now risks prison and fines of up to 60,000 euros. A law that has all of Europe paying attention – and gives millions of animals hope.

A law that makes the world take notice

Imagine a dog simply tied up at a motorway rest stop and left behind. The family drives away, the dog barks, runs after them – and doesn't understand why no one comes back. Sadly, scenes like this happen every summer, in almost every country. But in Italy this is now set to become very costly – and can even lead to prison.

Since 1 July 2025, a new animal protection law has been in force in Italy that many experts count among the toughest in all of Europe. It's nicknamed the “Legge Brambilla,” after the politician who fought for it for years. What's special about it: animals are no longer treated like an object you can buy, throw away or destroy. They count as feeling beings that experience pain, fear and joy.

That sounds obvious. Yet many laws used to say the opposite: anyone who tortured an animal often got away with a small fine. That's exactly what's changing now. And it's a huge step – not just for Italy.
